Liberi Fence installs farm perimeter, horse, ranch-rail and stormwater basin fencing across Salem County, NJ, along with residential fences in Woodstown, Pennsville and Carneys Point. Salem County is the most agricultural county in South Jersey, and the fencing it needs is different from a suburban backyard: longer runs, open exposure to wind, livestock on one side of the line, and township permit rules that treat a 5-acre farm differently from a quarter-acre lot. As a third-generation, family-owned fence company based in Turnersville, we install the fence, and we also sell the materials with free delivery if you would rather set the posts yourself.

Key Takeaways

  • Horse and ranch-rail fencing is a height-and-visibility decision first: 3- and 4-rail post-and-rail keeps sightlines open and lets nor'easter wind pass through, which solid panels cannot do on an open field.
  • Farm perimeter fencing (woven wire, board, high-tensile) is priced by the linear foot and the number of corners and gates, not by the acre. A 5-acre square parcel is roughly 1,870 feet of fence line.
  • Stormwater basin and retention pond fencing is a site-plan requirement set by the municipality, usually galvanized chain link. We install it for HOAs, developers and property managers.
  • Permits vary by township across Salem County's 15 municipalities. Farms that qualify under the NJ Right to Farm Act follow different rules than residential lots. We check before we quote.

Fencing for Salem County farms, horse properties and rural homes

Most fencing work in Salem County is boundary, pasture and livestock fencing on parcels of several acres, not privacy fencing on a small lot. The county's farmland runs from the equine and hay properties around Pilesgrove and Woodstown, through the vegetable and grain farms of Upper Pittsgrove, Pittsgrove and Alloway, to the tidal-meadow edges of Mannington, Elsinboro and Lower Alloways Creek near the Delaware. Cowtown Rodeo in Pilesgrove is the county's landmark for a reason: this is horse country.

That changes three things about how a fence should be built here. First, run length: a farm perimeter is measured in thousands of feet, so post spacing and material grade decide the budget. Second, exposure: open fields take the full force of a nor'easter, so the fence either lets wind through (rail, wire) or is engineered to resist it. Third, purpose: a fence that contains horses has different height and visibility requirements than one that keeps deer out of a crop field or defines a property line. We install all three, and we will tell you plainly when a cheaper option does the job.

Horse and ranch-rail fencing: what actually matters

A horse fence needs to be tall enough that a horse will not test it, visible enough that it will not run into it, and free of anything that can catch a leg. Post-and-rail meets all three, which is why it is the standard on equine properties from Pilesgrove to Woodstown.

Fence typeTypical heightBest forWatch-outs
2-rail post-and-railAbout 36 in.Property line definition, driveways, decorative front boundariesToo low to contain horses or most livestock on its own
3-rail post-and-railAbout 48 in.Paddocks, pasture perimeters, dog containment with wire mesh backingLarge or athletic horses may need a fourth rail or a top wire
4-rail post-and-rail54–60 in.Stallions, arenas, boundary lines along roadsMore lumber per foot; confirm front-yard height limits with the township
Vinyl post-and-rail (Illusions)36–54 in.Horse properties that want the ranch look without painting or replacing railsRails flex on impact by design; pair with electric tape where horses lean
High-tensile or woven wire48–60 in.Long pasture runs, cattle, goats, deer exclusion on crop fieldsLow visibility for horses unless a top rail or sight tape is added

Wood post-and-rail in South Jersey is pressure-treated southern yellow pine or western red cedar. Pine is the lower-cost choice and holds up in the county's sandy loam when the post is set in properly drained footing; cedar costs more and weathers to gray without sealing. We are an authorized dealer for Illusions Vinyl Fence, whose post-and-rail line gives you the same profile with no repainting, and every material we install is also available for pickup or delivery if you are fencing a large property in stages.

Farm perimeter and livestock fencing

Farm fencing is priced by the linear foot plus corners, braces and gates, so the first number we need is the run length, not the acreage. A square 5-acre parcel has about 1,870 feet of perimeter; a 20-acre parcel has about 3,730 feet. Corners and gate openings each need braced assemblies, and those, not the straight runs, are where a wire fence fails if they are built short.

Which fence for which animal

  • Horses: post-and-rail, or high-tensile with a visible top rail. Never barbed wire.
  • Cattle: woven wire or 5-strand high-tensile on treated posts; braced corners are non-negotiable.
  • Goats and sheep: woven wire with 4-inch or smaller openings so heads cannot get through.
  • Crop fields and orchards (deer pressure): 7.5–8 ft fixed-knot or polypropylene deer fence; deer will clear anything under 6 ft.
  • Farm gates: 12–16 ft tube gates for equipment access; we set the gate posts heavier than the line posts so the gate does not sag.

Right to Farm and your fence

If your property qualifies as a commercial farm under New Jersey's Right to Farm Act (generally 5 or more acres producing at least $2,500 a year in agricultural products, and eligible for farmland assessment), agricultural fencing is a normal farm practice and the Salem County Agriculture Development Board is your point of contact on any dispute with a neighbor or the township. Rutgers publishes a plain-language summary in Fact Sheet FS1253. Properties that do not qualify follow the township's residential fence ordinance instead, and the two sets of rules differ on height and setback. We confirm which applies to your parcel before we write the estimate.

Stormwater basin and retention pond fencing

Detention and retention basins in Salem County are fenced when the municipal site-plan approval requires it, and that requirement comes from the township engineer and the land-use board, not from a single state rule. The NJDEP's stormwater management rules (N.J.A.C. 7:8) govern how basins are built and maintained; the fence around them is a local safety condition, usually written into the approval for a subdivision, a warehouse or a commercial site.

The fence itself is almost always galvanized chain link with a locking maintenance gate wide enough for a mower, and the ownership sits with the developer during construction and with the HOA or property owner afterward. That is who calls us: property managers, HOA boards and site contractors along the Route 40, Route 45 and I-295 corridors in Carneys Point, Oldmans, Pennsville and Woolwich-adjacent Pilesgrove. If the basin was built without a fence and the township is now requiring one, or the original fence has been pulled down by mowing crews and frost heave, we replace it to the specification in the approval.

Residential fencing in Salem County

Alongside the farm work, we install privacy, picket, aluminum and pool-code fencing on residential lots in Woodstown, Pennsville, Carneys Point, Penns Grove, Elmer and Salem City. The same crews and the same materials apply: vinyl privacy, wood, aluminum and chain link, plus decks and railings. Older housing stock in Salem City and Woodstown's historic district often has odd lot lines and shared boundaries, so we start every residential job by locating the survey pins rather than the existing fence, which may not be on the line.

How a Salem County fence project works

  • On-site estimate. We walk the line, measure the run, count corners and gates, and look at the soil and drainage. You get a written, itemized estimate. Confirm your boundary first: the NJ parcel map is a starting point, and a survey is the only definitive answer.
  • Permits and utility markout. Permit requirements are set township by township; farm fencing on a qualifying commercial farm is usually treated differently from a residential fence. We call NJ One Call (811) before any post hole is dug.
  • Materials. Installed by our crews, or delivered to you. In-stock materials typically deliver within 2–5 business days in South Jersey, and delivery is free within 200 miles.
  • Installation and walkthrough. Posts set below the frost line in drained footing, rails or wire tensioned, gates hung and checked for swing. We walk the finished line with you before the job closes.

Frequently asked questions

How much does it cost to have a horse fence installed in Salem County?

It depends on run length, rail count, material and the number of gates, so we quote per project after measuring on site rather than publishing a per-foot price. Three-rail treated pine is the most economical post-and-rail option; vinyl and cedar cost more up front and need less upkeep. Our NJ fence cost guide explains what moves the number.

Do I need a permit to install a farm fence in Salem County NJ?

Each of the county's 15 townships sets its own fence ordinance, and agricultural fencing on a qualifying commercial farm is often exempt from the residential height and permit rules. We confirm the requirement with the township before quoting so the fence is not built to the wrong rule.

What is the difference between a 2-rail and a 3-rail fence?

Height and purpose. A 2-rail fence is about 36 inches tall and marks a boundary; a 3-rail fence is about 48 inches and is the minimum most owners use to contain horses or back with wire mesh for dogs. Larger horses and road-frontage lines usually get four rails.

Is a fence required around a retention pond or detention basin in New Jersey?

Not by a single state rule. Basin fencing is a condition of the municipal site-plan approval, so the answer is in the approval for your development. Where it is required, galvanized chain link with a maintenance gate is the usual specification, and the HOA or property owner is responsible for keeping it standing after the developer turns it over.

Can I buy the fence materials from Liberi and install them myself?

Yes. We sell posts, rails, wire, panels and gate hardware for pickup or delivery, and delivery is free within 200 miles of Turnersville. In-stock items typically deliver in 2–5 business days in South Jersey; special orders take longer.

We recently hired Liberi Fence to install a new fence around our property, and while no project is ever without its hiccups, their team went above and beyond to make sure everything was done right. From the start, their communication was clear and professional. They helped us choose the right materials and design to suit both our needs and budget. During installation, a few unexpected issues came up (none of which were their fault), but what really impressed us was how they handled it. Instead of making excuses or cutting corners, they stepped up—offering smart solutions, keeping us informed every step of the way, and even putting in extra time to ensure the final result was flawless. The workmanship is top-notch—the fence looks fantastic and feels incredibly sturdy. But more than that, it's rare to find a company that shows this level of integrity, accountability, and customer care. We wouldn’t hesitate to recommend Liberi Fence to anyone looking for quality work from people who genuinely care about what they do. A+ experience!
